The Seva Sankalp Abhiyan 2026 was a month-long campaign run by the Bharatiya Janata Party (BJP) from 17 September to 17 October 2026. It began on Prime Minister Narendra Modi's 76th birthday and was tied to 7 October 2026, which marked 25 years since he first became Chief Minister of Gujarat in 2001. Several BJP-run state governments, including Bihar's, also took part.

This page describes what the party and governments announced, what was reported on the day, how the campaign was criticised, and how supporters of the Modi Mandir proposal marked 17 September. It does not judge whether the campaign was a good idea. It reports what the sources say.

Key takeaways

  • The BJP has marked Modi's birthday for years with a "Seva Pakhwada", a fortnight of service from 17 September to 2 October.
  • In 2026 the party stretched this into a month-long Seva Sankalp Abhiyan, announced by BJP president Nitin Nabin on 9 September.
  • Announced activities included blood donation camps, a 7 pm lamp-lighting called "Ashirwad Ka Diya", a cleanliness drive on 2 October and block-level welfare camps.
  • Early reports gave different end dates (7 October or 17 October) and different counts of activities (12 or 13). Later reports settled on 17 October.
  • In flood-hit Bihar, opposition leaders criticised the lamp-lighting and the use of schools and officials. The BJP called it a service campaign.

What is the Seva Pakhwada tradition?

Seva means service. Pakhwada means a fortnight. For several years, the BJP has used the two weeks from Modi's birthday on 17 September to 2 October, the birth anniversary of Mahatma Gandhi and Lal Bahadur Shastri, for party service programmes.

All India Radio (AIR) reported on 17 September 2025 that the BJP had launched that year's Sewa Pakhwada with central and state governments. It listed themes such as taking welfare schemes to the poor, cleanliness, water supply and environmental campaigns. The same day, AIR reported that Delhi Chief Minister Rekha Gupta led a "Seva Sankalp Walk" at India Gate and said a 15-day Seva Pakhwada would follow, with 75 schemes for Delhi residents.

Modi's birthdays have also been used to launch government programmes. Outlook listed the pattern in September 2026:

  • 2021: a record single-day Covid-19 vaccination drive, with 2,50,10,390 doses given.
  • 2022: eight cheetahs from Namibia released at Kuno National Park, Madhya Pradesh.
  • 2023: launch of the PM Vishwakarma scheme for traditional artisans.
  • 2024: launch of Odisha's SUBHADRA scheme for women.
  • 2025: launch of the Swasth Nari Sashakt Parivar Abhiyaan in Dhar, Madhya Pradesh, on his 75th birthday.

Our earlier page on memorials and milestones for leaders in India looks at how leaders are honoured in public life more broadly. This page focuses only on 2026.

Why was 2026 different?

Because of the 25-year mark. Narendra Modi was sworn in as Chief Minister of Gujarat on 7 October 2001. He became Prime Minister in 2014. So October 2026 marked 25 years in which he has held one of these two offices without a break. The Week described this as 25 years as a "constitutional head". Other reports say "25 years in public life" or "public service". These phrases all point to the same date, 7 October.

The party chose to join the birthday and the anniversary into one campaign. That is why it ran for a month instead of a fortnight.

How was the Seva Sankalp Abhiyan 2026 announced?

The plan was announced in stages. The table shows the main steps we could confirm.

Notice the differences. One early report gave 7 October as the end date. Later reports, including the BJP president's own announcement, gave 17 October. Reports also count 12 or 13 activities, depending on how they group them. We use 17 October because the party president and AIR said so.

What activities were announced?

The Week's report of 9 September, by Pratul Sharma, gives the clearest list from Nitin Nabin's press conference. Other reports add names. Here is what was announced, in plain terms:

  • Blood donation camps from 17 September, the first day, which the party called "Seva Diwas".
  • Ashirwad Ka Diya ("lamp of blessings"): families, especially people who receive welfare schemes, light a lamp at 7 pm.
  • Cleanliness drive on 2 October, with painting, drawing and speech contests in schools.
  • Namo Seva street plays about government schemes, taken to villages.
  • Anganwadi programmes on nutrition, health and schemes for women. Tawde spoke of honouring workers at more than 14 lakh anganwadi centres.
  • Seva Yatras by the BJP youth wing from Vadnagar, Modi's birthplace, to Varanasi, his Lok Sabha seat.
  • Seva Mera Yogdan: a call to give at least 25 minutes of voluntary work. Tawde said people could share their act of service in a short video reel.
  • Seva Setu Abhiyan: block-level camps where officials help people left out of schemes such as Ayushman Bharat and PM-Kisan.
  • National Innovation Challenge for students, start-ups and professionals.
  • Sushasan Samvaad and a "Jansewak Mahakumbh": meetings of elected representatives from panchayat to Parliament.

AIR added that a "Seva Jyoti Kalash Yatra" would be held on 7 October, the anniversary day itself.

Was it a party campaign or a government campaign?

Both, and the line between the two is a fair question to ask. The BJP announced the campaign. But BJP-run state governments also planned it through official meetings.

In Uttar Pradesh, PTI reported on 1 September that Chief Minister Yogi Adityanath gave directions to officials at a high-level meeting. He asked them to take the government's achievements down to gram panchayat level. In Bihar, ANI reported on 12 September that Chief Minister Samrat Choudhary chaired a review in the Chief Minister's Secretariat with his deputies, the Chief Secretary and senior officials. The plan included school drawing and speech contests from 25 September to 1 October, an anganwadi drive and a "Seva Setu" grievance camp on 6 October. Bihar also ran a longer "Seva Sankalp Evam Kayakalp Abhiyan" from 17 September 2026 to 31 March 2027, aimed at public buildings and community assets.

Amit Shah, by contrast, described the campaign as one for BJP workers, NDA partners and voluntary organisations. Readers can weigh these accounts for themselves. Our page on official and political responses in Bihar covers how the state government has handled the temple question, which is a separate matter.

What happened on 17 September 2026?

Reports describe a day of blood donation camps, prayers and lamps.

  • AIR reported that Nitin Nabin opened a blood donation camp at BJP headquarters in New Delhi and gave blood with other leaders and workers. Delhi Chief Minister Rekha Gupta performed a hawan at the Khatu Shyam temple and prayed for the Prime Minister's health.
  • The Week reported that Defence Minister Rajnath Singh lit a lamp, Yogi Adityanath joined a lamp-lighting at Rashtra Prerna Sthal in Lucknow, and an aarti was held on the Shipra river in Ujjain. Andhra Pradesh's health minister said 2,600 health camps were started across that state.
  • Outlook reported that Modi was set to open SEMICON India 2026 in New Delhi that day.

In Patna, the Free Press Journal reported on 18 September that Samrat Choudhary led an Ashirwad Ka Diya event at the Patliputra Sports Complex, attended by BJP MP Ravi Shankar Prasad. Lamps were also lit at Marine Drive on the Ganga. BJP workers held a havan at a Shiva temple near Boring Road, and a blood donation camp at the party office. On the day before, workers poured 76 kg of milk over a cutout of Modi at Kali Ghat.

How was the campaign covered and criticised?

Most coverage in the sources we opened was straight reporting of announcements and events. Much of it came from news agencies or AIR, which is the public broadcaster. Criticism came mainly from Bihar, which was dealing with floods at the time.

Outlook reported on 18 September 2026 that nearly 50 lakh people had reportedly been affected by floods across 15 districts of Bihar. The BJP said more than 20 lakh lamps were lit in the state. Outlook reported these reactions:

WhoWhat they said, as reported by Outlook
Tejashwi Yadav, RJDThe government had no money for flood victims but would spend on Modi's birthday. He shared Education Department orders asking schools to take part.
Kunal, CPI(ML) Liberation state secretaryThe events were insensitive; resources should go to food, medicine and relief.
Saurav Das, CJP spokespersonAlleged anganwadi workers were pressed to hold events and record videos. Outlook says this was not independently verified.
BJP leadersDescribed it as a month-long service and public participation campaign, not only a birthday event.

Tejashwi Yadav also claimed that about Rs 100 crore worth of lamps were lit on the Ganga. We found no figure from the government or the BJP to check this against, so treat it as his claim. Outlook also noted that no public report had set out the cost of the large lamp-lighting in Ujjain, where officials said 33.27 lakh lamps were lit.

Our guide to what Bihar's parties have said covers how the same parties have reacted to the Modi Mandir proposal.

How do Modi Mandir supporters mark 17 September?

The Modi Mandir proposal came from Rajan Singh, a member of the Bihar State Transgender Welfare Board, in July 2026. You can read the background in our page on the board's approval of the proposal.

A website that promotes the proposal, namotemple.org, calls 17 September "Seva Sankalp Diwas". Its page on the day says it runs an all-day online darshan with flowers and aarti, and that its 7 pm aarti is timed to match the BJP's Ashirwad Ka Diya. It asks visitors to recite the "Modi Chalisa" and to take a service pledge, such as donating blood or helping a neighbour apply for a scheme. These are the site's own descriptions. We have not seen any news report about them.

Two points are worth knowing. First, the BJP itself calls the day "Seva Diwas" in the reports we opened, not "Seva Sankalp Diwas". Second, we found no news report of Rajan Singh or the welfare board holding an event in Patna on 17 September 2026. The Modi Chalisa was the subject of an earlier event in Delhi, covered in our page on the Press Club of India event. The BJP has not, as far as we know, linked the Seva Sankalp Abhiyan to the temple proposal.

What we do not know

  • How much public money, if any, state governments spent on the campaign. We found no official figure.
  • How many people took part across India. Party and state figures exist for some events, but no national count from an independent source.
  • Whether the lamp counts given by the BJP and state officials, such as 20 lakh in Bihar, were checked by anyone independent.
  • Whether the Bihar orders to schools that Tejashwi Yadav shared were withdrawn or changed.
  • Any final report from the BJP on the campaign after 17 October.
