When people hear "Rs 112 crore for a temple", many ask a fair question: is that a lot, and has the government already agreed to pay it? The short answer is that it has not. When the Bihar Cabinet approves a crore figure for a temple area, it has formally cleared that sum. Two such cases came up in the last 16 months, Punaura Dham and Vishnupad. The Patna request is not one of them.
This article sets the three side by side. It uses reports that we opened and read, and it says where outlets disagree.
Key takeaways
- On 1 July 2025 the Bihar Cabinet approved Rs 882.87 crore for Punaura Dham in Sitamarhi, according to a PTI report carried by The Week.
- In mid-September 2026 (reported on 16 September) the Cabinet approved Rs 2,520 crore for the Vishnupad Temple area in Gaya, as part of a Rs 3,516.05 crore package, according to Swarajya and Business Today.
- The Rs 112 crore for a Modi Mandir in Patna was asked for by board member Rajan Singh. We found no report that the Cabinet has approved it.
- Reports describe the same project in different ways, for example a package total reported as if it were the temple cost, or Rs 882.87 crore versus Rs 1,048 crore for Punaura Dham, because one figure counts land and the other does not.
- To judge any such number, check who approved it, on what date, for which work, and who will carry it out.
How does a Bihar temple-area project get sanctioned?
The reports we read show a common path. A government department prepares a proposal. The Cabinet, which is the Chief Minister and his ministers meeting together, then approves it. After that, a consultant is hired and an agency is named to do the work. Only then does a foundation stone event usually take place. This is general information drawn from these two cases, not a legal description of every rule.
For Punaura Dham, PTI reported that the proposal came from the Tourism department. For Vishnupad, Swarajya reported that Bihar Rajya Path Vikas Nigam Ltd, a state road-building company, will carry out the project.
The steps, in plain words
- A department drafts a proposal with the work and the cost.
- The Cabinet meets and approves it. The Chief Minister often announces this the same day.
- The government appoints a design consultant and an executing agency.
- A foundation stone is laid, and building begins.
The Patna request has not passed step 2. The board member who made it told ETV Bharat and PatnaPress, as summarised in our fact-check of the 112 crore figure, that the proposal would go to the Cabinet Secretariat. That is his statement. We found no report confirming it was submitted or discussed.
Punaura Dham, Sitamarhi: what did the Cabinet approve?
Punaura Dham is in Sitamarhi district in north Bihar, and many devotees regard it as the birthplace of Goddess Sita. According to PTI, the Cabinet met on Tuesday, 1 July 2025, with Chief Minister Nitish Kumar in the chair and approved a plan worth Rs 882.87 crore. Mr Kumar announced it on X.
PTI gave this breakdown from the Tourism department proposal:
- About Rs 137 crore to renovate the old Janki Mandir.
- Rs 728 crore for tourist facilities around it, such as Sita Vatika, Luv-Kush Vatika, a parikrama (walking circuit) path, kiosks, a cafeteria, play areas, roads, gates and parking.
- The rest for ten years of maintenance of the infrastructure.
A second PTI report on 6 August 2025, also on The Week, put maintenance at Rs 16 crore. The three parts then add up to Rs 881 crore, which is Rs 1.87 crore below the headline sum. The reports do not explain the gap.
The same report said Noida-based Design Associates Inc was named design consultant. Union Home Minister Amit Shah laid the foundation stone on 8 August 2025, according to ETV Bharat. PTI said the complex covers 67 acres. ETV Bharat said the 67 acres are 17 existing acres plus 50 newly bought ones. It also gave a larger total: over Rs 1,048 crore, made up of about Rs 883 crore for the temple and its facilities and Rs 165 crore for buying the extra land. So the same project appears as Rs 883 crore or Rs 1,048 crore, depending on whether land is counted.

Vishnupad Temple, Gaya: what are the reported figures?
Vishnupad is a well-known temple in Gaya where families perform Pind Daan, a ritual offering for ancestors. Swarajya reported on 16 September 2026 that the Cabinet, chaired by Chief Minister Samrat Choudhary, approved Rs 3,516.05 crore for two things:
- Rs 2,520 crore for the Vishnupad Temple redevelopment.
- Rs 996.05 crore for the Son-Falgu river linking project, which is a water project and not a temple.
Business Today described the plan as modelled on the Kashi Vishwanath Corridor in Varanasi. The work includes multilevel parking, an elevated pathway, ghats, ramps, dormitories, a canteen, a pedestrian bridge and the Manasarovar-Manpur bridge. Neither report gave a start date or a finish date. Swarajya also said the Cabinet took other decisions at the same meeting, so the Vishnupad item was one of several.
Why the numbers can confuse you
The Swarajya headline says "Rs 3,516 crore" next to "Vishnupad". A reader who stops at the headline would think the temple costs Rs 3,516 crore. The article itself says Rs 2,520 crore for the temple. Also, Patna Press reported on 26 December 2023 that the Cabinet had given administrative approval to an estimated Rs 61.96 crore for pilgrim sheds, a 42-metre path to the temple, toilets, drinking water and a bus depot. That was a smaller, earlier job.
Side-by-side table: sanctioned and requested
| Project | Date | Amount | Status | Source |
|---|---|---|---|---|
| Punaura Dham, Sitamarhi | 1 July 2025 | Rs 882.87 crore | Cabinet approved; foundation stone laid 8 August 2025 | PTI via The Week; ETV Bharat |
| Vishnupad early works, Gaya | December 2023 | Rs 61.96 crore (estimate) | Administrative approval reported | Patna Press |
| Vishnupad Temple area, Gaya | Reported 16 September 2026 | Rs 2,520 crore | Cabinet approved; no start date reported | Swarajya; Business Today |
| Modi Mandir, Patna | Asked for in August 2026 | Rs 112 crore plus 5 acres | Request only; no approval found | Statements by Rajan Singh |
Where does the Patna Rs 112 crore request sit?
The Bihar State Transgender Welfare Board approved a proposal for a temple for the Prime Minister at its first meeting on 29 July 2026, according to PTI. Another board member, Anupriya Singh, told Queerbeat it was Rajan Singh's personal agenda. Rajan Singh, the proposer, later said the board had asked the government for 5 acres and Rs 112 crore, plus a gold statue. Our cost comparison shows these figures come from his own statements. Earlier reports, such as Free Press Journal on 29 July, quoted him as saying the state would find land and pay, with no sum given.
Compare that with the other two. Each of the others has a date, a Cabinet meeting, a named department or agency, and a list of work. The Patna request has none of these on record. It also has no site, no design and no named builder. For context on the board, see our explainer on the board.
Size is a separate point. Rs 112 crore is about 13 percent of Punaura's Rs 882.87 crore and about 4 percent of Vishnupad's Rs 2,520 crore. But size does not decide the question. The key difference is that the first two were approved and the third has not been.
A quick checklist for reading any temple-cost headline
- Is the figure approved, estimated, requested or only rumoured?
- Who approved it, and on what date?
- Does the number cover the temple only, or roads, parking and rivers too?
- Is it a total for a package that includes unrelated work?
- Does the report name an agency that will build it?
Worked example: the Swarajya headline
| Question | What the headline suggests | What the article says |
|---|---|---|
| Cost of the temple area | Rs 3,516 crore | Rs 2,520 crore |
| Other items | None implied | Rs 996.05 crore river link |
| Who builds | Not stated | Bihar Rajya Path Vikas Nigam Ltd |
What we do not know yet
- Whether the Patna request has reached the Cabinet or any department.
- Whether the state would give land, money, both or neither.
- Why the Punaura parts add to Rs 881 crore instead of Rs 882.87 crore.
- The start and finish dates of the Vishnupad work.
- The exact Cabinet date for Vishnupad, because reports give 15 or 16 September.
We also found no government or party statement on the Patna proposal.
